Regulations of Organization of Tainan Municipal Library
(Amended and promulgated by Tainan City Government on March 4, 2004 in Decree Nan-Shih-Fa-Sing-Tzu No.0930950250-0)

Article 1¡@These Regulations are prescribed pursuant to the provisions of Paragraph 4, Article 6 of Local Governance Act for Tainan City Government.

Article 2¡@Tainan Municipal Library (hereinafter referred to as "the Library") is subordinated to Tainan City Government (hereinafter referred to as "the Government") and holds book reading and other art and cultural activities.

Article 3¡@In Response to lifetime learning and sustainable social education, the Library collects all kinds of books and local literatures for the public to read and hold all kinds of social education activities, so as to improve the level of education and culture, promote the healthy development of the library, and provide complete library information service.

Article 4¡@Sections are set under the Library to handle the following affairs respectively:
¡@1. Circulation Section: take charge of the collection, lending and reading of books and local literatures as well as supervision of branch libraries and inter-library cooperation.
¡@2. Acquisition and Cataloging Section: acquisition, purchasing, sorting, cataloging, information, edition, publishing, and exchange of books.
¡@3. Extension Section: art and cultural exhibition, social education film and music playing, traveling book exhibitions and other affairs related to social education extension and seminar.
¡@4. General Affairs Section: take charge of research, evaluation, documentation, general affairs, finance, cashing and other affairs out of the responsibilities of the other sections.

Branch libraries may be established in the administrative districts of the City according to the actual requirement.

Article 5¡@The Library sets a Director to preside over the library under the direction of the Mayor as well as the guidance and supervision of the Cultural Affairs Bureau and direct and supervise all the staff.

Article 6¡@The Library sets Chief, Officer, Junior Officer, Clerk, and Associate Clerk.
The Chief of Extension Section is assumed on a part-time basis by someone designated by the Director

Article 7¡@The Library sets Accounting Officers, assumed on a part-time basis by persons dispatched by the Accounting and Statistics Office of the Government, to handle the budgeting, accounting and statistics affairs according to law.

Article 8¡@The Library sets Personnel Officers, assumed on a part-time basis by persons dispatched by the Personnel Office of the Government, to handle the personnel management affairs according to law.

Article 9¡@The ranks, titles and quotas of the positions listed in these Regulations will be prescribed otherwhere in a staff list.
The ranks of the titles shall be determined in accordance with the provisions of the Rank List.

Article 10¡@The Library sets Library Meeting, which is held once every month and may be called temporarily where necessary:
1. The meeting is composed of the Director, Chiefs, Personnel Officers and Accounting Officers.
2. The Director shall call the meeting and act as the chairman; where necessary, the Director may invite or designate other related persons to attend the meeting.

Article 11¡@The following matters shall be decided in the Library Meeting:

1 Important work plan and budget of the Library.
2 Enactment, amendment and extinction of laws and regulations on the library.
3 Other important matters of the Library

Article 12¡@The hierarchy list of the Library shall be compiled by the Library and reported to the Government for approval prior to implementation.

Article 13¡@These Regulations shall take effect as of October 8, 2003.
